Jeffrey L. Marquina, CPM®

Vice President, Property Management, Government Services


Jeffrey L. Marquina is Vice President, Property Management, Government Services for COPT Property Management Services, a division of Corporate Office Properties Trust (COPT). Jeff manages in excess of 8.8 million square feet of commercial office space in 123 office buildings and oversees a team of more than 97 people in the Government Operations Group. He also has the on-going responsibility of providing in-house Customer Service Training to all employees in the company.

Jeff joined Constellation (now COPT) in 1993 as a Property Manager, where he managed Piney Orchard, a 2,000-acre planned community in Anne Arundel County, as well as a facility in Towson, MD, which included a high school and elementary school. Previous experience includes managing a portfolio of Class A office buildings in downtown Baltimore and the 1.7 million square foot Headquarters building for Human Health Services in Rockville, Maryland.

Jeff possesses 24+ years of experience in commercial real estate which includes property management, lease administration, commercial insurance and marketing. His current responsibilities include managing the overall staffing and property maangement for the Government Services Team that supports "Mission Critical" facilities. He is the interface with the client and client's customers on a daily basis for operating these buildings and spaces. He is also responsible for the development of facility management techniques, methods of operation, staffing, oversight and implementation of the U.S. Govt budgets, ongoing participation with the development of Master Maintenance Plans for "Mission Critical" facilities as well as overseeing the acquisition and implementation of a Computerized Maintenance Management System (CMMS). He created an operation and staffing options plan with budgets for transitioning a "Mission Critical" facility to a 24/7 operation with the U.S. Govt. He works in environments that are fully SCIF rated, Certified Shielded Enclosures (CSE) and LEED® buildings.
 
Jeff earned a degree in Business Management and Accounting from Columbia Union College and a M.A.S. degree in Business Management from Johns Hopkins University. He earned his Certified Property Manager® designation through the Institute of Real Estate Management and holds a Maryland Salespersons Real Estate license. He is a 2002 graduate of Leadership Howard County.

Jeff has served as a member of the Board of Directors, First Vice President and Treasurer for the Building Owners and Managers Association (BOMA) of Baltimore. He currently sits on the Board of Directors of Leadership Howard County and chairs the Sponsorship Committee.
