 Charles J. Fiala, Jr. is Senior Vice President of Government Services for Corporate Office Properties Trust (COPT). He is responsible for the overall development, construction and property management of COPT's government portfolio, which encompasses buildings located in Anne Arundel and Howard Counties in Maryland, including The National Business Park, and COPT buildings leased by the U.S. Government.
His team is responsible for the development, construction and management of The Texas Cryptologic Center in San Antonio, Texas; Fort Ritchie, Maryland; COPT's Data Center development and facility management activities; and other defense related support requirements. He and his team support operation and maintenance activities in Mission Critical Facilities that include the development and implementation of maintenace management plans, Computerized Maintenance Management Systems (CMMS) for mission critical space, support the development of budgets for our government portfolio, and conduct 24/7 facility operations in select mission space. His team works in fully SCIF rated, Certified Shielded Enclosures (CSE) and LEED® buildings.
Chuck spent 27 years leading and managing public and commercial engineering organizations prior to joining the COPT team in May 2005. A retired U.S. Army Colonel, his experience includes a 25-year Army career culminating as the Commander and District Engineer, Baltimore District, U.S. Army Corps of Engineers. He has extensive experience in the design, construction, operations and maintenance of government facilities worldwide.
Chuck earned a Bachelor of Science from the United States Military Academy at West Point and holds two Masters of Science--one in Civil Engineering from Purdue University and one in National Security Strategy from the National War College. Chuck is a registered Professional Engineer in the Commonwealth of Virginia and a member of the American Society of Military Engineers, Association of the United States Army, Army Engineer Association and the Intelligence and National Security Alliance.
